The European Union and Kosovo held the 7th meeting of the Stabilisation and Association Committee on 30 June 2026 in Pristina, co-chaired by Arben Krasniqi, General Secretary at the Office of Prime Minister, and Jiri Plecity, Head of DG ENEST Unit responsible for Kosovo. The meeting reviewed key political developments and took stock of progress on political and economic criteria, alignment with the EU acquis, and implementation of obligations under the Stabilisation and Association Agreement (SAA).
The discussion focused on reform priorities across a broad range of areas, building on outcomes of sectoral sub-committee and special group meetings held under the 7th cycle of the Stabilisation and Association Dialogue. The EU recognised progress in several areas but stressed the importance of fully functioning institutions to accelerate reforms. It noted that Kosovo's European future requires a whole-of-society effort with strong public consensus, enhanced cross-party cooperation, meaningful civil society consultation, and engagement with local authorities.
The EU welcomed progress in competitiveness and inclusive growth, particularly on social policy, employment, digital transformation, taxation, economic and monetary policy, education, culture, and customs. While acknowledging recent progress in democracy and rule of law, the EU urged acceleration of pending reforms in public administration, freedom of expression, rule of law, protection of fundamental rights, and rights of persons belonging to non-majority communities.
Kosovo's government highlighted its progress and reaffirmed commitment to advancing reforms, implementing SAA obligations, and using the EU Growth Plan for the Western Balkans to accelerate socio-economic development. Both parties agreed to continued engagement. The EU confirmed its support as Kosovo's largest financial assistance provider, having invested over €3.7 billion since 1999.
