European Commission President Ursula von der Leyen, speaking at the EU-Moldova Summit on 22 June 2026, praised Moldova's reform progress and announced new financial and security measures. The summit followed the opening of the first negotiation cluster with Moldova last week, marking a historic step in the country's EU accession process.
Von der Leyen highlighted that Moldova has completed 93% of reforms under the EU Growth Plan, unlocking EUR 504 million in EU funds, with an additional EUR 523 million possible if all reforms are implemented by year-end. She also announced a further EUR 120 million security support package under the European Peace Facility for 2026, EUR 11 million to strengthen resilience against hybrid attacks, and EUR 17 million for border infrastructure.
The speech contained concrete proposals, including extending the DiscoverEU travel pass to Moldovan youth in 2027 and working towards full Erasmus+ participation by 2028. Von der Leyen also noted Moldova's integration into the Single Euro Payments Area and the 'Roam Like at Home' scheme, as well as progress on energy independence via the Vulcăneşti-Chișinău power line.
The policy orientation is strongly conciliatory and supportive, reinforcing Moldova's European path while addressing security concerns from Russian hybrid attacks. The speech did not introduce new numerical targets beyond the funding figures, but it formalised commitments to gradual integration and investment.
Moldovan citizens benefit from reduced roaming costs and easier payments; Moldovan businesses gain better access to EU markets and financing; EU taxpayers fund the support packages; and Russian influence in Moldova is countered through energy diversification and security assistance.
