The Permanent Representatives Committee (Coreper) will meet on 15 July 2026 in Brussels to advance a heavy legislative and administrative agenda, including the Council's position on the 2027 draft budget, partial mandates for three home affairs financial instruments for 2028-2034, and an extension of temporary protection for displaced persons until 4 March 2028.
According to the provisional agenda dated 13 July 2026, Coreper will hold discussion items on follow-ups to recent Council meetings — the General Affairs Council of 14 July, the Foreign Affairs Council of 13 July, and the Economic and Financial Affairs Council of 10 July. The committee will also exchange views on high-level meetings with Türkiye and possibly review restrictive measures concerning Ukraine's territorial integrity.
A key item is the preparation for approval of the Council position on the 2027 draft budget, with a decision to use written procedure (documents 11544/26 + ADD 1-2). Coreper will also seek a partial mandate for negotiations with the European Parliament on three home affairs financial instruments for the 2028-2034 multiannual financial framework: one covering Schengen, border management and visas (10819/26, 10846/26); another on asylum, migration and integration (10847/26); and a third on internal security (10848/26). In the margins, the Schengen Mixed Committee will hold a policy debate on the border management regulation.
On migration, Coreper is expected to agree in principle on a Council Implementing Decision extending temporary protection (from Implementing Decision 2022/382) until 4 March 2028 (11694/26, 11375/26). The committee will also receive a state of play and guidance on the Enhanced Border Security Partnership (EBSP) (11609/26).
Among the non-discussion items, Coreper will clear numerous procedural files. These include information notes on five annulment cases before the EU courts — one concerning Belarus restrictive measures (T-282/26), three on Ukraine restrictive measures (T-323/26, T-324/26, T-374/26), and one on Regulation (EU) 2026/467 for the Ukraine Support Loan (T-331/26). The committee will also approve third-party attendance at several working parties, designate a working party for the European Court of Auditors' special report on the rescEU reserve, and possibly approve the selection process for the ESMA chairperson.
Other approvals include the Council position on Draft Amending Budget No 2/2026 (update of revenue and adjustments to expenditure), a partial withdrawal of a notification under the EU-UK Trade and Cooperation Agreement, the appointment of the Director of the Authority for European Political Parties and Foundations (APPF), and the signing and conclusion of an association agreement with Andorra and San Marino. Coreper will also adopt decisions appointing the EU Special Representative for the Sahel, repealing a Political and Security Committee Decision on the EU Force Commander for EUNAVFOR ASPIDES (Red Sea), and imposing restrictive measures concerning Lebanon and Ukraine. Additional items include coordination with third states on Iran restrictive measures, approval of a cryptographic product, and a state of play on the takeover of the False and Authentic Documents Online system (FADO).
The meeting will have significant impact on several stakeholders. EU member states will see their budget contributions and home affairs spending shaped by the 2027 budget position and the 2028-2034 financial instruments. Beneficiaries of temporary protection — primarily Ukrainians and others fleeing conflict — will gain continued legal status until March 2028. Border and migration agencies, including Frontex, will receive guidance on the Enhanced Border Security Partnership and the new Schengen fund. EU institutions, notably the European Parliament, will enter negotiations on the home affairs mandates once Coreper approves them.
