Passenger transport-on-demand services such as services offered by taxis and Private Hire Vehicle with driver (PHV) complement the local public transport offer. Taxi and PHV offer overwhelmingly local passenger transport services. Cross-border services exist, notably in border regions, but account only for a very small fraction of all taxi and PHV services. Demand for transport in one location cannot be met by an offer for transport in a location further away. The sector is therefore geographically fragmented by nature. Member States are competent for regulating the sector and choose to do so at national, regional and/or local level. In this context, any future EU legislation would need to meet the principle of subsidiarity, as defined in Article 5(3) of the Treaty on European Union 1 . 2. The Commission continues to pursue breaches of EU law, notably the freedom of establishment (Article 49 of the Treaty on the Functioning of the European Union 2 ), one of the fundamental pillars of the Single Market. Furthermore, when solicited, the Commission advises Member States reforming their rules on PHV in line with the principles outlined in its Notice on well-functioning and sustainable local passenger transport-on-demand (taxis and PHV) 3 . 3. Meanwhile, the Commission is working to deliver a global harmonised framework for automated driving systems (ADS) in the United Nation context by 2026. Both initiatives will also require the adaptation of other technical rules to fit automated vehicles. 2. A continuous monitoring tool on implementation of the Strategy is available online 1 . The Commission supports Member States in providing the best education and training for their citizens. However, by virtue of Article 165 of the Treaty on the Functioning of the EU, the organisation of education systems, including the measures to address students’ diversity, remains within the exclusive competence of the Member States. The EU contributes to the development of quality education by encouraging cooperation between Member States and, if necessary, by supporting and supplementing their actions. This includes support through EUfunded programmes (such as Cohesion Policy funds 2 , the Recovery and Resilience Facility 3 and Erasmus+ 4 ). The Commission works with the Member States, including Italy, towards creating a European education area 5 , a genuine European space of learning, which benefits all learners, teachers and institutions. It has focussed on pupils with disabilities in 2023-2024 in the context of mutual learning activities within the Working Group Pathways to School Success, linked to the implementation of the relevant Council Recommendation 6 and in line with the SRPD. Developments in the Member States are monitored through country reports prepared for the Commission by the European Disability Expertise 7 . The European agency for special needs and inclusive education also publishes country-level information in this respect 8 . Dynamic pricing by dominant undertakings can be captured by Article 102 of the Treaty on the Functioning of the European Union (TFEU) where it would amount to the imposition of excessive prices. However, whether pricing is excessive depends on the relationship between a dominant undertaking’s costs and profits rather than on its pricing mechanisms. The Commission has in the past investigated excessive pricing by dominant undertakings including in the pharmaceutical and energy sectors. 1 In both cases the Commission accepted commitments by the dominant undertaking that allowed bringing prices to lower, competitive levels. The Commission remains vigilant as regards possible excessive pricing abuses and stands ready to intervene in appropriate cases also in light of its priorities. EU consumer law requires traders to adequately inform consumers about prices and to refrain from misleading practices. For example, attracting consumers by advertising lower prices than the trader offers in reality, or increasing the price during the completion of the individual booking can constitute practices prohibited by the Unfair Commercial Practices Directive 2005/29/EC 2 . National authorities and courts are competent to assess the infringements of EU consumer law. Dear colleagues, dear shadow rapporteur, just under a month ago, the European Commission, in its Defence Readiness Roadmap 2030, presented a clear roadmap indicating the measures that Europe needs to take to be 2030 ready. One of the most interesting innovation in this plan was that of the flagship projects. The commission presented an initial set of four pan-European projects that would shield Europe as a whole against pressing threats. These flagship projects have become one of the key points, together with other key building blocks such as EDP, around which we are discussing in the future of European defence. It is therefore only correct that the European Parliament, as the democratically elected European institution, has the opportunity to express itself on what the direction the European defence should look like and what it thinks about the flagship projects. I would therefore like to take a few minutes to present my draft opinion on the flagship European defence project of common interest. Overall, we are very satisfied of the work carried out by the rapporteur Lucia Annunziata, who had addressed many of the key issues surrounding the flagship project as the Internal Market Committee. We have the opportunity to express ourselves, in particular on some of the more practical aspects of the building of the European defence. For example, we should express ourselves on what we think are the best ways to strengthen the European defence, technological and industrial base on the single market for defence. And it is precisely on this aspect where I believe that our opinion can have a strong added value.”

Importantly, it is of relevance for the work of our parliamentary committee as it sets out, among other things, horizontal climate and environmental targets and how the principle of do not significant harm should apply for over two trillions of EU budget. This is why our Committee has asked to prepare an opinion, and why we expect the rapporteurs of the Committee to fully take it into account. Discussion on the compromise amendments are still ongoing, but I wanted to point to two issues that I believe our opinion should particularly focus on. First, on expense and performance tracking. Going from a fragmented system to a single horizontal framework for tracking and performance reporting can be a positive step. It will make it easier to track clearly how EU funds are spent, and to see whether we are on track to meet our climate and environmental objectives. But we need to make sure that climate and environmental contribution are adequately and appropriately measured and calculate it without clear measurement of our objectives.”

We have various penalties, as it was said, from €26 to up to 5 million. So the main question is what can be done to ensure a uniform application in member states? And how can consumers be fully protected across the union? I think if we don't, uh, keep the your attention on this fact that we have maybe a good rules, but not a good implementation. And this is an issue. Another question. Of course, many of us are interested about the audiovisual services, where also, the last time we voted in the plenary, we had different opinions. I would ask the Commission if we should consider audiovisual as a unique, or we can distinguish in some way a sports and other audiovisual sector. Because, as the colleague said, of course it's a matter also to protect some cultures and also to have a planning of of the advertisement of some production to distribute it in different countries while sports is happening at the same time. So maybe at least we could value if it's a sector or two sector. I don't know if even for sports, geo blocking and removing geo blocking is the solution. But I would mention the problem. We have a growing impact of prices year after year on live sports. Uh, for in every country. So the result is not good for consumers. So first maybe even in in the study we should mention how much increase the cost for live sports uh around Europe. And second, geo blocking could help. We need to have a sandbox, which is a single commercial law which will be valid throughout the EU and simple for startups, and we need to avoid a race to the bottom between national tax systems. For example, um, it doesn't make sense to have, um, work contracts brought into the 20th regime. They should remain where, um, worker is actually living and operating. Accounting and auditing of EU budget
- “Thank you, thank you very much. And thank you for allowing me to connect remotely. To say a few words about the upcoming conference in Colombia. So let me start with a bit of background. We know that Colombia had announced to organize the first conference about the transition away from fossil fuels back in September of last year. They approached us just before the start of Cop 30 with the question of if we would like to, help co-host and co-organized the conference, which we thought was an excellent idea. Because there is a clear need for a platform where we can talk about actual steps, the nuts and bolts, if you will, of the transition towards more renewable energy. As I said, this was at the beginning of, of Cop 30 in Belgium. Fast forward two weeks and the topic of transitioning away from fossil fuels was all everyone talked about. That has led to an explosion of interest from basically everybody around the world who wants to participate. We had already at the time, secured the venue and prepared for a two day conference between country representatives to talk in, in, as I said, on a on the practicalities of speeding up the transition away from fossil fuels. So what we have tried to do in the meantime is make it an exclusive process as possible by allowing other representatives from NGOs, from academia, from parliamentarians all around the world, from civil society actors and from the private sector as well, to participate in their own sectoral chapters. We have first launched a call for written input. That would have been around two months ago. That input has been analysed, compiled and made available for in-person discussions starting on the 24th of April in, in Santa Marta as well.”

Corporate fleet electrification: binding zero-emission quotas vs. voluntary approach

I, I want to add a question because all the action we have, um, uh, against fires are depending on the country, but some are from civilian authorities, some includes defense in, um, uh, in the way we, we try to fight against fires. So I want to ask you if, uh, in the strategy, what is the reaction, the about the member states, on the fact that if we need to create a sort of coordination, we should not work only on the civil authority, but also on on the defence one, because the main purpose is, is to block the event, not not to use only some tools. So what is your opinion about it? What can we do more to obtain a good coordination to to have a good solution? And on the other point, I think the debate on the budget is crucial in this moment. If we want to obtain a result before things happens. We should invest more and better. We are having a big debate on on this point. I'm still worried on the fact that the MFF we are working has less money compared to the one we spend in the last one. So what is your opinion about it? What can we do more? Because otherwise we should fight fires. But we want not to have new fires at the beginning. So now EPP Pascal. Aimo.”

- “I have therefore concentrated my draft opinion on a few key points. First, clear political goals. We fully share the rapporteur's view on the political goal of this flagship project. This flagship project should serve to strengthen the European defence, technological and industrial base and the single market for defence. But ultimately they should really contribute to developing a genuine European Defence Union. We should not focus on national rearmament or increasing national defence expenditures, but rather concentrate our efforts on building a truly European Defence Union as a pan-European and collaborative project. This flagship are the perfect starting point. Second. So governance is the key. If we if we believe that flagship project should represent the cornerstone of European defence cooperation, then we should ensure that they are managed by a strong and transparent governance governance structure. Other that key actors in European decision making structure. Commission member states and European Defence Agency. It is imperative that the European Parliament also is allowed to play its role of democratic control and oversight of this project. Third involved many partners involving many partners. If flagship are really to be the starting point for the development of a European defence industry, then we need many entitles working together. And if flagship are to represent the future of European defence cooperation, then we need to ensure that they have a high threshold of participating member States. In my in my draft opinion, I therefore proposed the flagship project should involve entitled from at least five member states and to be open to the full participation of Ukraine.”

- “Fourth and final point clear lines of funding. We have said this before. Whilst EDP is certainly a first success in the creation of the new European defence, failing to allocate sufficient funding for EDP was a missed opportunity. We need to make sure that flagship projects to be successful and have an impact of the creation of a European defence must be appropriately financed, in my opinion, with a phone call on the commission to explore ways of financing flexibility under the MFF. We also call on member States to use part of their allocation under Safe to finance this flagship project. And finally, given the discussion at the last European Council, we call to deploy Russia's immobilize the sovereign assets to support Ukraine. So, dear colleagues, there are just a few of the points that I have. These are just a few of the points that I have included in my draft opinion. The deadline for amendments is Wednesday. We will send you the first draft of compromise amendments by Monday for the first technical meeting. That will happen the next Wednesday. The vote will be the 4th of December. The vote in plenary is scheduled in January. I hope that we can all agree on some key points that become our contribution as the Imco committee to our city colleagues and to the European institutions and all Member States. Defence spending
- “Thank you president. In Europe we manufacture thousands of vehicles. And now what we are seeing are environmental issues which are related to our approach to the circular economy. Now, not everybody agrees with this phenomenon. We are faced with problems here for the operators in the sector, the environmental transition. Yes, we know about this. We know how it is done here and we are looking at different categories, I believe here and things which should be done independently by the producers and manufacturers in Europe. With this law, we have a 25% legal obligation to include plastic from old vehicles. And the environmental problems which are caused by this are a problem for industry too. I think we are also looking at circularity and changing the awareness of consumers. The automotive industry, of course, wants innovation, but I think it is able to do it.

- “Today. I'm. I'm the spokesperson of Sadie. So I am reading a statement on behalf of. The I. Continent Action Plan represents a positive development in the EU's approach to digital competitiveness. It correctly identifies computing infrastructure as a strategic asset and sets out a broad framework to consolidate Europe's position in AI. The scale of ambition is appropriate to the challenges ahead. The deployment of AI factories with the 13 already planned across 17 member states and the forthcoming Gigafactory, is a signal, a welcome recognition, that the availability of high performance computing is a prerequisite for participation in advanced AI development. These infrastructures, supported by the 200 billion invested AI initiative, could Significantly reduce existing barriers for research institutions and start ups. The integration of factory antennas in smaller member states is also a positive step toward equitable access if they are effectively made accessible to SMEs and mid-cap firms, which often face both technical and administrative hurdles. However, several structural issues merit attention. Notably, the plan does not introduce binding conditionality to ensure that public investment directly supports European providers without a clear European preference in public procurement and funding with risk. Building these gigafactories using non-European technology, reinforcing precisely the dependencies we claim to overcome.”
